Program Analyst/Industrial Security Specialist

This position supports all of TSA in planning, developing, coordinating, implementing, and providing oversight of policies related to sharing of sensitive and classified information with contractors, subcontractors, consultants, licenses, and grantees with the standards for safeguarding such information pursuant to the National Industrial Security Program (NISP), as well as advising the Personnel Security Division of the Office of Security on related issues for contractor security clearances. Assists in the preparation and review of a variety of simple or complex written products regarding TSA security programs and operations for dissemination to appropriate officials throughout TSA, DHS and Defense Security Service Agency(DSSA). Minimum of one(1) year experience performing functions directly associated with the NISP, or two(2) or more years performing duties within the Information Security (classified national security information) and/or Personnel Security (adjudication of security clearances) fields which have correlation to the NISP. Knowledge of Executive Order 12829, "National Industrial Security Program," the National Industrial Security Program Operating Manual (NISPOM). Knowledge of effective communication techniques to interpret and communicate guidance concerning governing rules and regulations. Knowledge of effective training/briefing/lecture delivery methods. MUST be a US Citizen with a valid driver’s license. Candidate will be subject to a background investigation prior to offer.

Ace Info is currently supporting the US Department of Homeland Security (DHS) Transportation Security Administration (TSA) Personnel Security Division (PerSec) in the Office of Security. All candidates must be US Citizens. Selected candidates must successfully pass the TSA pre-hire suitability adjudication process to be extended an offer for employment.
This position requires no less than five (5) years of experience which includes, but not limited to performing a wide variety of analytical work, research, information collection and dissemination, drafting, writing and implementing standard operating procedures (SOPs) and quality assurance processes for a Government agency or private industry. Examples of previous work and accomplishments will be requested prior to an interview for this position. All interested candidates must have proven experience in verbal and written communication techniques.
Preference will be given to candidates with experience generating and analyzing performance metrics/balanced scorecards, demonstrated skills in the application of qualitative and quantitative analysis, proposing, developing and implementing methods for assisting or improving program processes and systems and writing of technical reports. No less than one (1) year as a supervisor of two (2) or more contract employees.
Qualified candidates must possess the ability to plan and manage multiple projects, effectively manage project flow and workloads, communicate information effectively, both verbally and in writing, on complex issues relating to processes and projects. In addition, candidates must be able to work independently as well as in a dynamic team environment with continuous challenges and changing priorities.
As a minimum, all candidates must have expertise-level of experience with Microsoft Access, Excel & Word; as a minimum must have intermediate-level experience with other Microsoft Suite products. All candidates must be efficient in entering data and maintaining records and must be able to speak and read the English language. Preference will be given to candidates with 6 or more months experience working in an office concerned with personnel security, background investigations, or any other Federal Government office.
